The Third World War has left the Earth devastated by nuclear weapons. The New Empire, the futuristic underground city, thrives. The Carbon People operate the life machines, keeping the Core - an artificial atmosphere - functioning continuously. The Order Police and the agents of the Federation control the citizens, while outside the New Empire, the Western Suburbs await an opportunity for rebellion.
