The Code of Administrative Procedure was ratified by Law 2690/1999 (Government Gazette A' 45/9.3.1999) and is in effect from the date of its publication in the Government Gazette.
The complexity of the procedures, combined with the multiplicity, necessitated the drafting of the Code in order to clarify the terms for the communication of citizens with the administration and the processing of their cases, and ultimately to upgrade both the services provided to the citizen and the effectiveness of Public Administration. The code includes five (5) chapters, systematically incorporating 27 articles, as well as a Sixth Chapter of final and transitional provisions.

This edition is fully updated with the amendments introduced by Laws 2880/2001 (Government Gazette A' 9/30.1.2001), 3230/2004 (Government Gazette A' 44/11.2.2004), 3242/2004 (Government Gazette A' 102/ 24.5.2004), 3345/2005 (Government Gazette A' 138/16.6.2005), 3448/2006 (Government Gazette A' 57/15.3.2006), 3731/2008 (Government Gazette A' 263/23.12.2008), 4210/2013 (Government Gazette A' 254/21.11.2013), 4250/2014 (Government Gazette A' 74/26.03.2014), 4325/2015 (Government Gazette A' 47/11.05.2015), and 4369/2016 (Government Gazette A' 33/27.02.2016).
It is accompanied by the Code of Access to Public Documents (Presidential Decree 28/15-Government Gazette 34 A/23-03-2015: Codification of provisions for access to public documents and information), which codifies in a single text the provisions of twenty-five relevant legislative acts and is in effect from its publication in the Government Gazette. The codification brings together all the legislation that individually regulated citizens' access to public documents and information in a single text.

Given the production of a particularly large number of legal rules by the organs of legislative and executive power and the significant expansion of the sources of law with texts of supra-legislative force, especially of EU origin, such an action was deemed necessary to address the dispersion of legislative regulations in the relevant field and facilitate citizens' right to information.
The Code consists of two parts: the general provisions, which generally regulate the right of access to documents and personal data issues, and the special provisions, which regulate access to specific state archives. The first part includes three chapters systematically incorporating 29 articles, while the second part includes thirteen chapters, incorporating 70 articles. It is fully updated with the amendment introduced by Law 4622/19 (Government Gazette 133 A/7-8-2019).
