Utilizing his years of research and teaching experience, the author proposes a comprehensive understanding of the technological, pedagogical, and organizational factors that shape good practices in the design and implementation of e-learning programs for primary and higher education, professional training of educators, and lifelong learning. Additionally, adopting the philosophy of open learning and the ecological perspective of education, he suggests designs that utilize open and distributed educational resources, networking and collective thinking of participants, as well as learning community practices. The theoretical framework is based on the assumption that e-learning is exploratory, collaborative, self-regulated, emergent, distributed, flexible, and omnipresent.
