Twenty-five years after the institutional shift brought about by the framework law on the operation of universities, the necessity of a new reform is evident. On the one hand, this reform will capitalize on the evaluation of the implementation of the framework law, and on the other hand, it will attempt to adapt the legislative framework based on the new realities in the Greek and European context.
The modernization of higher education requires the development of academic responsibility and investment in a new "social contract" between the university and the state. It also involves the restoration of neglected intellectual and academic values, the restructuring of the management model and institutional architecture of universities, and the cultivation of a new university culture. Ultimately, the redefinition of the identity, goals, and functions of Greek universities is the real stake of this reform project.
